Add the Better String Libary (bstring) as a generally available string library.

- refresh our iphlpapi from WineHQ's, updating the license accordingly
- implement SIO_ROUTING_INTERFACE_QUERY

- add a new memory allocator based on ptmalloc3 and make it the default (at least for now for testing)
- to disable, add "NewAllocator"="N" to the [Wine] section of your config file
